Import a Mini Cooper from Japan to Ireland: what it really costs
Japan is one of Mini’s biggest markets and its used Coopers are cheap and low in mileage; being built in England, they pay 10% duty like a German car.
The Mini sits in the German-built hub for the same reason the Golf does: it is a European-built car that spent its life in Japan, and it pays 10% duty when it lands in Dublin. Japan takes the three-door F56 and five-door F55 in Cooper, Cooper S and Cooper D form, and used prices there are well below Irish ones.
The trade works on the petrol Coopers. The diesel Cooper D needs its NOx figure evidenced; the Cooper S and John Cooper Works are performance cars for insurance purposes; the plain 1.5 Cooper is the sweet spot.

VRT and the OMSP
A Cooper bands around 19.25% to 20% once its NEDC figure is uplifted, and a WLTP-rated Cooper S about 20%; the JCW sits higher. The valuation is the bigger swing: Minis hold value here and Revenue knows it.
The five-door and the Clubman are valued a little above the three-door for the same year; the Convertible above both.
NOx levy
Petrol Coopers certify at around 15 to 25 mg/km, a levy of under €125 with the figure. The Cooper D diesel needs its figure evidenced or pays €4,850.
Without evidence Revenue charges €600 for petrol and hybrid cars, €4,850 for diesels.
Customs duty and origin
Built in Oxford, England, so the EU–Japan 0% rate does not apply however long the car lived in Japan: 10% customs duty is payable on the customs value, and import VAT is charged on the duty as well as the car. No document from the exporter changes this.
Built in: England (Plant Oxford) for the hatchbacks; the Countryman is built in the Netherlands. Neither qualifies for the EU–Japan 0% rate; 10% duty is payable.
Insurance
A mainstream car with a performance halo: the plain Cooper is insured like any small hatch, the Cooper S and JCW as hot hatches. Japanese specification changes nothing an insurer asks about.
Generations
- F56 three-door and F55 five-door (2014 to 2024): 1.5 three-cylinder Cooper, 2.0 Cooper S, 1.5 diesel Cooper D, facelifted in 2018 and 2021.
- J01 and F66 (2024 on): the new electric Mini from China and the petrol from Oxford; too new to import at a saving yet.
Before you bid
- Duty is 10% because the car is built in England; the Japanese export paperwork does not change it.
- Japanese-market Minis carry Japanese navigation and voice; the radio needs a band expander or a head-unit swap.
- Three-cylinder timing chain and, on early F56s, the coolant thermostat housing: check the service history.
- Cars from snowy prefectures can carry underbody corrosion from road salt; ask for underside photos or an inspection before bidding.
- Book the NCTS appointment within 7 days of arrival and register within 30, or penalties apply.
Where the numbers come from
- Japanese used prices in 2026 for a 2016 F56 Cooper ran roughly ¥1,100,000 to ¥1,500,000, a 2018 F55 Cooper ¥1,500,000 to ¥1,900,000, and a 2020 Cooper S ¥2,100,000 to ¥2,600,000 (research assumption from exporter listings; directional).
- Irish-registered 2018 Coopers listed in the high teens of thousands of euro in 2026 and 2020 Cooper S cars in the mid twenties (research assumption from classifieds; directional).
- Every Mini has a certificate of conformity with EU figures, so the CO2 and NOx evidence is a document request.
Questions people ask
Why does a Mini from Japan pay duty when a Toyota does not?
Because duty follows where the car was built. The Mini hatch is built in Oxford, so the EU–Japan 0% rate for Japanese-origin goods does not apply and 10% of the customs value is charged.
What VRT band is a Mini Cooper?
Around 19.25% to 20% for the 1.5 Cooper once the NEDC figure is uplifted, and about 20% for a WLTP-rated Cooper S, on Revenue’s Irish valuation.
Is a Japan-sourced Mini cheaper than an Irish one?
Usually, after duty, VAT and shipping, with lower mileage. The Cooper S in the scenarios lands close to Irish asking prices; the plain Cooper leaves more room.
What about the Cooper D?
It works only with the NOx figure from the certificate of conformity in hand; without it the levy is €4,850. The petrol Coopers avoid the question.
How long does the import take?
Typically 8 to 14 weeks from auction to Irish plates: a week or two in Japan for deregistration and export paperwork, four to six at sea, then customs clearance, the NCTS appointment and registration.
